The Pinal County Sheriff’s office believes two teenage boys, both of whom are in custody, planned the murder of Amber Hess. Investigators say 16-year-old Todd Hoke and 16-year-old killed Amber last Friday or Saturday (June 22nd or June 23rd). The boys then stole Amber’s car and burned her body.
